He is currently working as Project Director, Center of Excellence-CPEC and Head, Fiscal Policy Section, Pakistan Institute of Development Economics (PIDE). Previously he has been the Head of Health Economics Department at the same institute. His research interest are Public Finance, Fiscal Policy and Health Economics. He was also a team member for the recent report “Economics of Tobacco Taxation and Consumption in Pakistan”. 
Mahmood earned his PhD in Economics from Pakistan Institute of Development Economics (PIDE) with dissertation in Fiscal Policy. He is also a member of Pakistan Society of Development Economists (PSDE). 
Have extensive job experience at various prestigious institutions such as SBP, PTA, AKRSP, Punjab Education Department. Comprehensive experience of teaching and training of various courses at universities and institutes. Also Technical Editor for Kashmir Economic Review (KER) and International Journal of Human Development (IJHD). Published more than 20 journal papers, working papers and a co-authored a book on critical issues of fiscal policy, game theory, disaster economics and macroeconomics.
