Islamabad (4 July 2017): Federal Minister for Planning, Developing & Reform, Prof. Ahsan Iqbal has stated that industrial development under CPEC will not harm local industries and interests of local business community would be safeguarded.
He was chairing a meeting alongside Chairman Board of Investment, Dr. Miftah Ismail to review the development of Special Economic Zones (SEZs) under CPEC. The meeting was attended by senior officials from Board of Investment, and Provincial Governments.
He instructed authorities that local business community should be engaged in consultative process and every care must be taken to protect local businesses and indigenous industries. “Chinese investment will augment our industrial capacity through state-of-the-art technology and expertise, enabling our productivity” Minister remarked, adding that local businessmen should engage Chinese business community and develop joint ventures through extensive business to business collaboration. These joint ventures will provide opportunity of transfer of knowledge and experiences, he added.
Prof. Ahsan Iqbal said that energy and infrastructure projects are nearing completion which has open a new era of trade and industrialization in Pakistan. He further said that CPEC has now entered a critical stage wherein industrial development would take place through development of SEZs. “Development of SEZs will play an important role in the future development of CPEC that would project Pakistan as an engine of growth” he highlighted.
He stressed that Chinese investment has created a window of opportunity in Pakistan and instructed the officials to prepare a comprehensive and professional work plan to attract Chinese investors in the SEZs. He said that paradigm shift is taking place as the world is passing through 4th Industrial Revolution and automation and robotics would replace manpower. “At the moment, Pakistan has to take advantage from cheap labor and resources” he added.
He instructed the provinces and regions to market their respective SEZs and offer an attractive value proposition to the investors so that maximum share could be obtained from the relocation of Chinese industries. “Provinces and regions to take concrete steps in order to make the SEZs a success” Minister said.
He said that Pakistan requires a robust industrial base so as to ensure sustainable economic development and creation of employment opportunities since two million jobs are required annually.
Representatives from Provincial governments, FATA, and Gilgit Baltistan gave detailed briefing on their respective SEZs during the meeting.

اسلام آباد( 04جولائی، 2017) وفاقی وزیر برائے منصوبہ بندی، ترقی و اصلاحات پروفیسراحسن اقبال نے کہا ہے کہ پاک چین صنعتی تعاون کے شعبے میں سرمایہ کاری سے مقامی صنعتوں کو فروغ ملے گا اور انہیں ہر ممکن تحفظ دیاجائے گا، ان خیالات کا اظہار انہوں نے منگل کو پلاننگ کمیشن اسلام آبا د میں سی پیک اقتصادی زونز کے حوالے سے منعقدہ اجلاس کی صدارت کرتے ہوئے کیا، منعقدہ اجلاس میں چیئرمین سرمایہ کاری بورڈ مفتاح اسماعیل کے علاوہ وفاقی وزارتوں اور صوبائی محکموں کے اعلیٰ حکام نے شرکت کی۔ وفاقی وزیرپروفیسر احسن اقبال نے اجلاس سے خطاب کے دوران ہدایت دی کہ مقامی صنعتکاروں کے مفادات کےتحفظ کیلئے انہیں ہر سطح پر مشاورت کی عمل میں شامل کیا جائے، وفاقی وزیر نے کہا کہ کہ پاک چین صنعتی تعاون کے شعبے میں سرمایہ کاری سے مقامی صنعتوں کو فروغ ملے گا اور پیداواری صلاحیت میں اضافہ ہوگا، انہوں نے زور دے کر کہا کہ مقامی صنعتکاروں کو بھی چینی سرمایہ کاروں کیساتھ مل کر جائنٹ وینچرز شروع کرنے کی کوشش کرنی چاہئے، مشترکہ کوششوں سے نئے تجربات حاصل ہونگے، احسن اقبال نے کہاکہ توانائی منصوبوں کی تکمیل سے ملک میں صنعت اور تجارت کے دور کا آغاز ہو جائے گا، پاک چین اقتصادی راہداری محض سڑکوں اور انفراسٹرکچر منصوبوں تک محدود نہیں، بلکہ یہ منصوبہ اب صنعتی و اقتصادی زونز کے اہم مرحلے میں داخل ہورہا ہے، صنعتی شعبے میں پاک چین تعاون کی بدولت پاکستان خطے میں پیداواری مرکز بن جائے گا، انہوں نےمزید کہا کہ چوتھےصنعتی انقلاب کی وجہ سے دنیا اب انسانی وسائل کی بجائے آٹومیشن اور روبوٹک ٹیکنالوجی کے دور میں داخل ہو رہی ہے، لہذا فی الوقت صنعتی تعاون کے نتیجے میں پاکستان کے پاس موجود سستی لیبر اور وسائل کو استعمال کرنے کیلئے بہترین موقع میسر آیا ہے، چینی سرمایہ کاری کی صورت میں ملنے والے موقع کو ضائع کرنے کی کوئی گنجائش نہیں،وفاقی وزیر نے مزید کہاکہ چینی صنعتوں کی منتقلی اور سرمایہ کاروں کو راغب کرنے کیلئےمکمل تیاری اورٹھوس اقدامات کی ضرورت ہے، لہذا سی پیک کے تحت قائم ہونے والے 9 زونز کو کامیاب بنانے کیلئے موثر حکمت عملی اور بزنس ماڈل دینا ہوگا،ان زونز میں سرمایہ کاری کے بہترین مواقعوں اور ممکنہ فوائد کو اجاگر کرنے کی فوری ضرورت ہے، تاکہ چین سے منتقل ہونے والی انڈسٹریز میں زیادہ سے زیادہ حصہ حاصل کیا جاسکے، وفاقی وزیر کا کہنا تھا کہ پاکستان کو سالانہ دو ملین نئی ملازمتوں کے مواقع پیدا کرنے کی ضرورت ہے، پاک چین صنعتی تعاون کا شعبہ بڑی حد تک اس ضرورت کو پورا کرنے میں معاون ثابت ہوگا، صنعتکاری کے عمل سے لاکھوں کی تعداد میں ملازمتوں کے نئے مواقع پیدا ہوں گے، اجلاس کے دوران صوبائی حکومتوں کی جانب سے اکنامک زونز کے حوالے سے تفصیلی بریفنگ بھی دی گئی۔
