Islamabad, April 13, 2017: Federal Minister for Planning, Development & Reform Ahsan Iqbal has said with ownership of provincial governments, all proposed nine industrial zones under China Pakistan Economic Corridor would be completed in a period of two to three years.
He expressed these views while answering in Senate’s questions hour. He informed that provincial governments have speeded up homework on implementation of these zones, planned to be set up under industrial cooperation between China and Pakistan, being introduced with successful implantation of projects in energy and transport infrastructure sector.
“To take advantage of Pakistan’s natural resources, economic zones will be established under CPEC, one each in all the four provinces, FATA, Azad Kashmir, Gilgit-Baltistan, and two by the Federal Government in Islamabad Capital Territory and Port Qasim at Karachi”.
The 6th Joint Cooperation Committee held last year, has approved nine special economic zones in principally, directing the joint work group on industry to ensure its speedy implementation. It is hoped that relocation of Chinese labour intensive industry would help in generating huge employment in Pakistan.
Minister said under this bilateral cooperation, industrial clusters would be set up from Gwadar to Chitral to use the natural resources. Similarly, government had executed its plan of utilizing untapped coal reserves in Thar, a black gold which has a capacity to produce power for 400 years.
Minister further said with the help of technology in marble mining sector, a modern marble city would be established in Mohamand Agency, FATA.
Ahsan Iqbal said energy crisis in the country is going to end soon due to the effective and fast-track measures taken by the present government
“Government has made huge investment of the history in the energy sector to overcome shortage of electricity in the country and 10,000 megawatt of electricity will be added to the national grid from May 2017 to 2018".
No such investment had been seen in energy generation and distribution sector for the last 15 years and only 16000 megawatt electricity production was made possible during 66 years, Minister added.
He hoped availability of uninterrupted power supply would lead to a new of era of development in industry, agriculture and services sectors.
Answering a question, Minister informed rail based mass transit systems are being established in all the four provinces under China-Pakistan Economic Corridor (CPEC).
He said Lahore Orange Line Metro Mass Transit Project, Greater Peshawar Region Mass Transit System, Karachi Circular Railway, and Quetta Mass Transit System are part of CPEC.
“Provincial governments are committed to ensure speedy implantation of these projects in provincial capitals, approved during 6th JCC" he remarked.
He further informed Quetta Water Supply Scheme will also be completed under CPEC. However, he reminded that around 10 billion rupees have been provided by Federal Government in past to resolve the drinking water problem in Quetta.
“Today, there is no sign of investing this money. Such wastages of resources surely lead to misgiving amongst local population”, Minister stated.
Minister informed the Senate that the government always facilitates timely completion of projects.
He said that any delay in project implementation is pointed out to the sponsoring ministry to remove bottle necks and speed up project implementation. He said that responsibilities for transparent and timely implementation rest with the sponsoring ministry and if there are any irregularities or delays, these are explicitly communicated to the concerned quarters.
He said that Planning Commission has ensured proper allocation of funds and better management of development projects to avoid delays. “Development projects were delayed for more than 10 years due such practices in past”
He said that the present government has completed a project of N85, whereas inauguration of Lawari Tunnel is expected soon. The project of Kachi Kanal would be completed soon.
وفاقی وزیر برائے منصوبہ بندی، ترقی و اصلاحات احسن اقبال کا کہنا ہے کہ سی پیک کے تحت صوبائی حکومتوں کی جانب سےتجویز کردہ 9 خصوصی زونز پر کام جاری ہے ، دو سے تین سالوں کے اندر یہ اکنامک زونز مکمل کردیے جائیں گے، ان خیالات کا اظہار انہوں نے سینیٹ وقفہ سوالات کے دوران جوابات دیتے ہوئے کیا، احسن اقبال نے بتایا کہ سی پیک کے تحت انرجی اور انفراسٹرکچر کے منصوبوں کو عملی بنانے کے بعد صنعتی تعاون کے مرحلے میں داخل ہوئے ہیں ، چھٹی جے سی سی میں ہر صوبے اور ہر علاقے میں ایک ایک زون قائم کرنے کا فیصلہ ہوچکا ہے، صوبائی حکومتوں کی تعاون سے 2 سے تین سالوں کے اندر یہ اکنامک زونز مکمل کردیے جائیں گے جس کی بدولت ملک کی معدنی دولت کوبروئے کار لانے کی کوششیں کی جائے گی، انہوں نے مزید کہا کہ اس اصول پر عمل پیرا ہوتے ہوئے حکومت نے تھر میں 400سال تک بجلی پیدا کرنے کیلئے کافی سمجھے جانے والے کوئلےکے ذخائر کو پہلی دفعہ استعمال میں لایا ، انہوں نے کہا کہ کہ صوبوں کے وسائل کو مد نظر رکھتے ہوئے گوادر سے لیکر چترال تک معدنی ذخائر کا استعمال یقینی بنایاجائے گا، مائنگ کے شعبے میں نئی ٹیکنالوجی کا استعمال کرکے فاٹا کے مہمندماربل زون کو جدید خطوط پر استوار کیا جائے گا، ان 9زونز کے قیام کے بعد صنعتی تعاون کا دائرہ کار مزید بڑھایا جائے گا۔
سوالات کے جوابات دیتے ہوئے احسن اقبال نے موقف اختیار کیا کہ گزشتہ 15سالوں میں بجلی کی پیداوار بڑھانے و تقسیم کے نظام کو بہتر بنانے کیلئے کوئی سرمایہ کاری نہیں ہوئی، جبکہ موجودہ حکومت کی کوششوں سے مئی 2017 تا 2018 نیشنل گریڈ میں 10ہزار میگاواٹ بجلی شامل کردی جائے گی، جو کسی ریکارڈ سے کام نہیں کیونکہ پاکستان میں 66سالوں میں صرف 16ہزار میگا واٹ بجلی بنائی جاسکی، انہوں نے اس امید کا اظہار کیا کہ کہ بجلی کی دستیابی سے صنعتوں، زراعت اور سروسز کے شعبے نمایاں ترقی کریں گے
وفاقی وزیر نے مزید بتایا کہ سی پیک کی چھٹی جے سی سی میں صوبائی دارلخلافوں میں متعدد منصوبوں کی منظوری دی گئی ، ان منصوبوں میں پشاور، کوئٹہ اور کراچی سرکلر ریلویز کے پراجیکٹس سی پیک میں شامل کئے گئے ، لاہور اورنج لائن منصوبے پر چونکہ 2008 سے 2013 کے دوران کام ہوا لہذا اس منصوبے پر کام جاری ہے جبکہ باقی ریل بیسڈ منصوبوں پر صوبائی حکومتوں کی جانب سے ہوم ورک جاری ہے اور اسے جلد از جلد عملی جامہ پہنانے کی کوشش کی جائے گی، وفاقی وزیر کا کہنا تھا کہ کوئٹہ شہر کیلئے پٹ فیڈر کنال سے آبنوشی کا منصوبہ بھی سی پیک کا حصہ بن چکا ہے، اس منصوبے کی فیزیبلٹی اور منصوبہ بندی پر کام تیز رفتاری کیساتھ جاری ہے، اس موقع پر انہوں نے یہ بھی کہا کہ ماضی میں وفاقی حکومت کی جانب سے کوئٹہ کو دس ارب روپے آبنوشی کے مد میں دیے جا چکے ہیں مگر آج اس کا نام و نشان ہی نہیں ملتا، وسائل بہتر استعمال نہ ہونے کی وجہ سے غلط فہمیاں جنم لیتی ہیں۔
احسن اقبال نے کہا کہ ماضی میں کم فنڈز مختص کرنے اور پراجیکٹ مینجمنٹ سکلز کی کمی سے منصوبے دس سالوں تک التواء ایک کا شکار ہوتے رہے مگر اب پلاننگ کمیشن کیجانب سے ایسے طریقہ کار پر قد غن لگاتے ہوئے اصلاحات لانے کی کوشش کی گئی، منصوبوں میں تاخیر کے حوالے سےپلاننگ کمیشن کا مانیٹرنگ یونٹ متعلقہ وزارتوں سے مسلسل رابطوں میں رہتا ہے یہی وجہ ہے کہ گزشتہ تین سالوں کےدوران این 85کا دیرینہ منصوبہ مکمل کرلیا گیا، لواری ٹنل کا جلد افتتاح متوقع ہے جبکہ کچی کنال منصوبے کو جلد از جلد مکمل کرنے کی کوشش کی جارہی ہے، انہوں نے اس موقع پر کہا کہ مارشل لاء ادوار میں سول اداروں کی صلاحیتیں تباہ ہوجاتی ہیں
ماضی کے برعکس اداروں کی صلاحیتیں بہتر کرنے کی کوششیں جاری ہے تاکہ عوامی مفاد کے منصوبے جلد از جلد مکمل ہو۔
